Important notice The public material reviewed for this site does not show an effective court judgment finding Deng Pibing guilty of the fraud, drug-related or corruption allegations discussed here. These are allegations, investigative reporting or responses attributed to their sources, not judicial findings. UK administrative sanctions against ZhengHeng Group, a request by U.S. lawmakers for review, and a criminal judgment against an individual are different legal actions.

01Sanctions records

A 2023 UK announcement designated ZhengHeng Group Co Ltd; a 2026 letter by U.S. lawmakers requested an investigation and sanctions review. It is not a sanction already imposed.

01 / PUBLIC RECORD

Timeline

A chronological view of the project and reporting. Each entry links to its original source.

  1. Official statement and immigration-record account; Red Notice report not independently verified

Cambodian official reports departure record and says investigation continues

Cambodian state news agency AKP relayed Chhay Sinarith’s statement that General Department of Immigration records show Deng Pibing left Cambodia in late May 2026 and that Cambodian authorities are investigating his suspected links to activity at the Long Bay development. The official also cited ‘specialised sources’ saying Deng was the subject of an INTERPOL Red Notice; that report has not been independently verified, and a Red Notice is not a finding of guilt.

  2. Follow-up media report

Kiripost reports on enforcement and responses after Long Bay allegations

Kiripost recounts a documentary scene in which Deng Pibing says a police station opposite was being built and that his side donated construction funds and police salaries so the compound would not be raided. This is a statement in the documentary as reported by media; it does not by itself establish the recipient, nature of the money or legal responsibility. Kiripost also relays an assistant’s claim that Deng was advised to leave Cambodia days before an enforcement operation. The article does not confirm the interview date or his actual departure and does not establish a link between the advice and Chen Zhi. Kiripost says the Interior Ministry spokesperson had not responded by its deadline.

  3. Media reporting; later official account updated the departure information

Earlier report says Deng’s whereabouts were unknown

Cambodia-China Times relayed Al Jazeera’s account that assistant Hong Lei said Deng Pibing was advised to leave Cambodia days before Chen Zhi’s arrest on 6 January 2026. Al Jazeera reportedly said his whereabouts were unknown when the documentary aired. That report did not confirm his departure at the time; on 13 October 2026, a Cambodian official subsequently cited immigration records showing he had left in late May.

  4. Media allegations

Al Jazeera airs an undercover 101 East documentary

The programme synopsis makes allegations concerning scam compounds, drug-related KTV activity and corruption connected with Deng Pibing and the Long Bay project. The synopsis uses the qualifier “alleged”; consult the programme itself for context.

  5. Congressional request; not a sanctions decision

Two U.S. House committee chairs ask for an investigation and sanctions review

The two chairs wrote to the Departments of State and the Treasury asking them to investigate 26 individuals and two entities and assess whether sanctions criteria are met; Deng Pibing appears on the letter’s list. It is a request for investigation and review by lawmakers, not a sanctions decision already made by the U.S. government.

  6. University and education-news records

DPB Education Fund established at HNUST

HNUST News says the university visited Cambodia at the invitation of Deng Pibing and other alumni based there and supported the establishment of the DPB Education Fund. Hunan Education later reported a US$3 million donation (about RMB 21 million) and a signed donation agreement.

  7. Company response

ZhengHeng Group denies involvement in activities cited in the sanctions

The Business & Human Rights Resource Centre republished a ZhengHeng Group response. The company said it was not involved, disputed earlier reporting, and was willing to work with authorities to clarify matters and seek delisting. The page presents the company’s position; it does not independently verify it.

  8. Official administrative sanctions record

    UK sanctions ZhengHeng Group

A UK government announcement listed ZhengHeng Group Co Ltd as a designated entity. The official list gives reasons linked to the Long Bay development site owned by the group and forced-labour scam operations. The record concerns the company and is not a criminal conviction of Deng Pibing.

  9. Media investigation and response

CamboJA reports allegations and responses related to Long Bay

The report compiles scam and human-trafficking allegations linked to Long Bay and a request for help from diplomatic missions. Deng Pibing denied knowledge of or responsibility for the alleged activities and said his company did not control some residential areas that had been sold.

  10. Media report

Hotels and duty-free shop hold opening events

New Hunan reported that ZhengHeng Group chairman Deng Pibing invited association representatives to Long Bay for opening events at Long Bay Century Hotel, Long Bay Entertainment Hotel and the duty-free shop.

  11. Report of a public meeting

Deng Pibing meets the Koh Kong governor publicly

Cambodia-China Times, in a business report, said Governor Mithona Phuthong met ZhengHeng Group chairman Deng Pibing and his delegation at the provincial government building and publicly praised the investment. It also said the governor had informed administrative and police departments to coordinate support for Long Bay during COVID-19 measures and routine investment activities. This records a public interaction and government statement; it does not establish an unlawful or improper relationship.

  12. Company records and media reporting; includes party responses

Cosmos Rise records and accounts of cooperation between Deng and She

Myanmar Now, citing Hong Kong company records obtained by OCCRP, says She Zhijiang and Wu Jianfeng held Cosmos Rise and Deng Pibing was listed as a director. It reports that Deng and Wu said they discussed a joint land-purchase and development proposal after an introduction in 2018, then ended the relationship. Published in 2023, the article also said company records still showed Cosmos Rise as active at that time. Project Brazen later reported on the same company records.

  13. Media report

    Long Bay project launched

CamboJA describes Long Bay as a resort and entertainment development in the Dara Sakor / Seven Stars Sea area of Koh Kong Province and says the project began in 2018. Ownership and operating arrangements should be checked separately for each entity.

02 / PEOPLE, COMPANIES & PUBLIC INSTITUTIONS

People & relationships

Relationship labels identify their sources and type, including company records, public meetings, education donations and media reports. Ended or unverified relationships are identified separately.

Individual

Deng Pibing

CamboJA identifies him as chairman of ZhengHeng Group; his profile makes similar self-reported claims. A 15 September 2026 letter by U.S. lawmakers includes him among people for whom an investigation and sanctions review were requested; this is not a U.S. government sanction against him. On 13 October 2026, a Cambodian official cited immigration records showing he left Cambodia in late May and said authorities were investigating suspected links to activity at Long Bay. The official also cited ‘specialised sources’ concerning a Red Notice; that report has not been independently verified.

Company

ZhengHeng Group Co. Ltd.

The UK government listing designates it as entity GHR0105 (designated 7 December 2023; last updated 9 April 2025). The company issued a response in December 2023 denying involvement in the relevant activities. Media reports and the subject’s profile describe its relationship with Deng Pibing.

Project / operating venues

Long Bay Century Hotel, Long Bay Entertainment Hotel and duty-free shop

New Hunan reported opening events for the three facilities at Long Bay in 2021. The legal operators should be distinguished from brand and venue names.

Financial institution

BIC Bank (Cambodia)

The UK sanctions list identifies BIC Bank as a subsidiary of ZhengHeng Group. CamboJA separately reported that Deng Pibing held shares in companies including BIC Bank. These two relationships are recorded on the basis of different sources; one should not be inferred from the other.

Operating entity

LongBay Entertainment

CamboJA reported that the company leased some properties from ZhengHeng Group and operated hotel and casino leisure businesses, attributing this information to Deng Pibing’s written response.

Gaming-services operator

Century Entertainment International Holdings Limited

CamboJA reported that LongBay Entertainment leased part of the gaming-service rights at the Long Bay casino to this Hong Kong-listed company. This records the reported lease only.

Company (association lead unverified)

Shenzhen Weiyou Information Technology Co., Ltd.

Deng Pibing’s profile lists this company as an associated company; the Aiqicha details page could not be accessed in this review. The available material does not establish shareholders, roles, actual control or a current association.

Hong Kong company

Cosmos Rise Investment Limited

Myanmar Now, citing Hong Kong company records obtained by OCCRP, says She Zhijiang and Wu Jianfeng held the company and Deng Pibing was registered as a director. The same report records Deng and Wu saying that they discussed a joint land-purchase and development proposal in 2018 and later ended the cooperation. Published in 2023, it said the company registry still showed the company as active at that time.

Individual

She Zhijiang

Myanmar Now records his company relationship with Deng Pibing and Wu Jianfeng through Cosmos Rise and the parties’ statement that the cooperation ended. He was later arrested in Thailand and wanted by China; any criminal matters should be described as allegations by the relevant authorities.

Local government body

Koh Kong Provincial Government, Cambodia

A 2021 Cambodia-China Times business report says Governor Mithona Phuthong met Deng Pibing and that the provincial government would coordinate administrative and police departments to support Long Bay during routine investment activities. This is a record of public government interaction.

Koh Kong governor at the time of the report

Mithona Phuthong

Cambodia-China Times reported that she met Deng Pibing and his delegation at the provincial government building in May 2021, publicly praised ZhengHeng Group’s local investment, and said she had informed administrative and police departments to coordinate support for Long Bay’s routine investment activities.

Individual / business-group leader

Chen Zhi (Prince Group)

A 2025 U.S. Department of Justice announcement describes Chen Zhi as founder and chairman of Prince Group and announced criminal charges against him. In 2026, Cambodian state news agency AKP relayed the Interior Ministry’s statement that he was arrested and transferred to China on 6 January. The sources reviewed do not establish a personal or business relationship between Chen Zhi and Deng Pibing. Reports that Deng was advised to leave Cambodia are insufficient to establish such a relationship.

03 / DISPUTED MATTERS

Allegations, records & responses

Administrative sanctions grounds, investigative reporting and responses have different evidentiary status. Read each item together with its sources and status.

Showing 4 items

CLAIM / 01Forced labour and online scams

The UK government’s stated sanctions grounds say people were detained at a Long Bay Development site owned by ZhengHeng Group and forced to perform scam work.

Attribution:Allegation: UK government official sanctions list (against the company); response: ZhengHeng Group (republished by BHRRC)

Response & limits

CamboJA reported that Deng Pibing denied knowledge of or responsibility for trafficking or scam activity in the development zone and said other parties controlled residential areas that had been sold. On 20 December 2023, ZhengHeng Group separately said it was not involved in the activities cited in the sanctions, disputed the reporting and was willing to work with authorities to clarify matters. The company response, republished by the Business & Human Rights Resource Centre, has not been independently verified. Both responses predate the 2026 documentary and should not automatically be treated as responses to its newer allegations.

Official administrative sanctions grounds; not a criminal conviction of an individual

CLAIM / 02Scam operations and compound management

CamboJA documented a request for help from diplomatic missions and allegations by media and anti-trafficking groups concerning scams and trafficking linked to Long Bay. The 2026 Al Jazeera 101 East synopsis also alleges scam activity connected with Long Bay. These are attributed to the respective sources and do not establish criminal liability for a particular person or company.

Attribution:CamboJA (2023) and Al Jazeera 101 East (2026)

Response & limits

CamboJA recorded Deng Pibing’s denial of knowledge or responsibility and his statement that some residential areas had been sold and his company provided landscaping. The Al Jazeera programme-page synopsis did not include a written response to this round of allegations.

Investigative reporting and cited requests for help; individual allegations and responsibility require further verification against primary records and judicial outcomes

CLAIM / 03Corruption and drug-related entertainment

The Al Jazeera 101 East synopsis alleges drug-related KTV parties and corruption. Kiripost’s account of a documentary conversation says Deng Pibing referred to a police station under construction opposite and said “we donated money and salaries,” linking this to the compound not being raided. This currently rests on a documentary excerpt and media reporting; the recipient, amount, date, purpose and identities of any officers have not been independently verified. It does not establish that a particular official accepted a bribe or committed a crime.

Attribution:Al Jazeera 101 East programme synopsis (10 Oct 2026); Kiripost report on the documentary (12 Oct 2026)

Response & limits

Cambodia-China Times reported that Al Jazeera sent Deng Pibing questions and received no answer before broadcast. Kiripost said it contacted a Cambodian Interior Ministry spokesperson but had not received a response by publication. These reports describe the status of each outlet’s inquiries at that time and do not mean there has been no later response. Payment records, police accounts, construction contracts and responses from the people mentioned remain to be checked.

Documentary statements and media reporting; payment, recipient, nature and legal responsibility not independently verified

CLAIM / 04U.S. sanctions process

On 15 September 2026, House Foreign Affairs Committee chairman Brian Mast and Select Committee on the CCP chairman John Moolenaar wrote to the Departments of State and the Treasury, asking them to investigate listed subjects and assess whether sanctions criteria are met. Deng Pibing appears on the attached list.

Attribution:Joint letter by two U.S. House committee chairs and committee press release

Response & limits

The letter is a request by members of Congress for executive-branch investigation and review. It is not an OFAC designation already made, nor a judicial determination of personal liability. Any U.S. action would require review and a separate decision by the executive branch under law.

Investigation and sanctions review requested; do not describe this as “the U.S. has sanctioned Deng Pibing”
